Why Is Testing Postive More Negative in MLB?

I am not quite sure what my take is on the lastest baseball scandal involving Poster Boy. AROD. Do Steroids keep players like this out of the Hall of Fame? Does it effect his Legacy? Steroids seeme to be all to common in Baseball these days and wondering if this would truly tarnish his reputation....

    ARod should've come a little more clean on in his interview. It was a bit waffly.
